[curatorial.net] Should the visual arts receive public funding?

Dear Sophie,

I am running Halle für Kunst, an art association in Northern Germany.  
We are constantly
facing the question of public funding since we heavily depend on  
that. There are no big
sponsors around. I think the question is quite important.

Currently, we are in a discussion about this topic with the local  
government. There is one
very important issue that just came up recently. The European  
Community introduced a new
agenda for culture that could be quit interesting for the whole  
discussion. In this agenda they
describe the importance of culture for Europe especially in economic  
terms. I will make it
short since I attached the whole document to this mail. You will find  
the whole argumentation
in there.It is really helpful.

Culture became a huge economic factor. It became the 2nd largest  
economic factor in Germany.
There is no way that all the governments get this for a very low prize.
If our work is important for the European development and especially  
for the local governments,
public funding has - in opposite to the current situation - to grow.  
Creativity, intercultural competences and
innovation are some of the key words of this discussion. I am not a  
big fan of Richard Florida but he
put the whole discussion on the political agenda. It is good to know  
his texts to understand the discussion that
is going on. It is interesting that the EU writes in this paper, that  
culture is a necessity for the growth of
the community. One could start a discussion from this point of view.  
But one should start in their logic in order to
make a step further.

This communicé talks about the "creative industries", a term I don't  
like either. But fine art and especially contemporary
play an important role in this. Just have a lock of what is going on  
in Berlin or what happened in London in
the 90s. I firmly believe this whole thing can be of use.
